How to open .txt files (textual data)
For documents that contain a continuous string of textual data, such as books.
Note Pad

Open Note Pad (Programs>Accessories)
-
File > Open
-
Navigate to folder containing .txt files

Select file to open
-
In lower right corner, click on Encoding > UTF-8

Press Open
Microsoft Word 2007
First setup MS Word preferences to automatically prompt for selecting encoding standard for txt files; see guidelines for Choose an encoding standard when you open a file

Open .txt file

Select Convert file > Encoded Text

Select other encoding: Unicode (UTF-8), press OK
How to open tabular data
For documents that contain data that is organized in rows or columns, such as spreadsheets.
- If file is a .txt format, recommended using Excel's text import wizard. File must be opened from within excel (not through the file manager window). In the initial import screen, set file type to delimited and set the file origin to 65001: Unicode (UTF-8)
- If file is a .csv format, recommended using Use "Calc" (OpenOffice). File must be opened from within Calc (not through the file manager window). At the Import Text window, set Character set to Unicode (UTF-8). File can then be saved as XLS format if desired.
